In 1989, Zhaotong Tobacco Factory, together with the National Poverty Alleviation Fund Committee and the Diaoyutai State Guest House, decided to develop a new product linked to poverty alleviation. Zhaotong Tobacco Factory co-organized the research and development of new products, and the National Poverty Alleviation Fund supervised the import of equipment for Zhaotong Tobacco Factory, and coordinated the "Diaoyutai" brand cigarette brand trademark. Later, due to the merger of manufacturers, "Diaoyutai" was produced by Hongyun Honghe Group Kunming Cigarette Factory.
